Inspecting a water storage tank: what differs from a fuel tank
Same steel, same corrosion, different consequences. What changes is the coating, the sanitary requirement and who has to be told.
A welded steel water tank corrodes for the same reasons a fuel tank does, and much of the examination is identical: shell thickness, roof condition, foundation, appurtenances, coating. Four things are genuinely different, and they change the scope rather than the method.
1. The coating is a sanitary component, not just protection
In potable service the internal coating is in contact with drinking water, which means it has to be a material approved for that contact and applied to the specification that approval depends on. A coating failure in a fuel tank is a corrosion problem. In a potable tank it is a corrosion problem and a water quality problem.
Which approvals and standards apply is set by the state drinking water program and by the system’s own requirements, and it must be confirmed for the specific tank rather than assumed from a general statement.
2. The tank cannot simply be drained
Taking a water tank out of service means taking storage or pressure out of a distribution system. Depending on the system that may require a temporary supply, a pressure study, or scheduling in a season of low demand. It is a planning problem before it is an inspection problem, and it is the reason underwater and remote-operated inspection methods are common on water tanks and rare on fuel tanks.
3. Disinfection and return to service
After any internal work the tank has to be disinfected and, in most programs, sampled and cleared before it goes back into service. That sequence adds days to the schedule and it cannot be compressed. It also has to be planned before the tank is drained, not after the inspector has left.
4. Who has to be told, and when
A fuel tank inspection generally answers to an SPCC plan, an insurer and possibly a state program. A public water tank inspection answers to the drinking water primacy agency, and taking storage out of service is frequently a notifiable event with its own timetable.
The verification note here is unusually important: these requirements are set state by state and system by system, and a general statement about them on any website, including this one, is not the requirement.
What stays exactly the same
The steel. Shell courses thin from the inside and the outside, the roof ponds water and corrodes where it ponds, the foundation settles, and the shell-to-bottom weld is still the most consequential detail on the tank. Those are also the signs that bring an examination forward, on a water tank as on any other. Thickness readings against previous thickness readings still decide the interval, on the logic set out in what API 653 actually requires and in more detail on integrity assessment.
